Cheerful Bag Holder

Found this clipping in a house design magazine from 2000. I don't think a bag holder is a necessity, but he does have a cheerful countenance.

    Bag holder? I don't get it. What part holds the bags? On the other hand, baskets aren't nearly so whimsical.
